I think the best rating system is the graphic rating. I agree with several categories being rated based on an employees job description and then taking the average to see where they fall from 1-5. To me, this system seems the most fair , I don't like the idea of employee comparison or forced distribution- employee comparison might cause alot of issues and also doesn't work for large groups. Forced distribution seems to bump employees off higher ratings because they can only assign those to X amount of people. If we had a very small group then maybe the employee comparison may work if everyone is equally qualified for the job, if there is a very large group I'd still prefer graphic rating over forced distribution. With forced distribution we face possible bias depending on the relationship between employee and employer.
