Canada has 10 provinces and 3 territories. Department of immigration is unable to verify if the passenger travelling outside Canada is fully vaccinated. The issue is that every province maintains its own health system which is not shared across all provinces due to security issues. Immigration of Canada wants to make a system that can view vaccination proofs from any province or territory in Canada. Need project charter for this problem statement.
