Canadian Charter of Rights and Freedoms The Minister of Justice has been invited to present a speech to an international conference of fellow Ministers on “Canada’s Charter of Rights and Freedoms”. The Minister has read pp. 17 - 25 of the Willes course textbook (12 th ed.), and has stated to you, her speech writer, that “There are so many important rights and freedoms set out in the Charter of Rights and Freedoms, I am having difficulty choosing which ones to focus on at the beginning of the speech.” The Minister has asked you to identify and describe what you consider to be the top three rights or freedoms set out in the Charter of Rights and Freedoms, and these will be emphasized at the beginning of the speech. “I trust your judgment,” the Minister tells you, “If you consider certain rights or freedoms to be in the top three, I am sure others will as well”. Prepare your background report for the Minister’s speech, and provide some general examples of the application of the three rights or freedoms.
