Canadian government

Since 2015 the Canadian Senate has moved away from pure party alignments. There are now multiple caucuses of Senators, some of which share a political phiIOSOphy, and some of which are essentially alignments of independent Senators. But Parliamentary government depends on having a Government and an Opposition to drive its processes. Getting legislation through the Senate now takes much longer, and Commons bills are now regularly and heavily amended, forcing them back to the House of Commons.
