Case Study - Permit approval at the City Council As soon as a building construction permit (BCP) application arrives at the City Council database electronically, the clerk checks it for completeness (1-3 minutes) and either returns it to the applicant (avg. 1 minute) for more information and resubmission (avg. 10%) or forwards the correctly completed application to the manager. On average one working day later, the BCP manager assesses the forwarded application (avg. 5 minutes) to confirm the building risk level by reviewing the permit, the building contractor/company's license, and other relevant information. Then the manager forwards the application for the BCP approval committee that meets once a week. At the weekly meeting, after a review of the printed application (3 minutes), a BCP application decision is made by the BCP approval committee. If the application is approved (avg. 80%), the permit is issued (avg. 2 minute) by the BCP manager and at the same time the clerk prints out all the related documentation to archive (avg. 1 minute). Those applications that have missing information (avg. 10%) are sent back to the admin for completeness re-check. Unsuccessful applicants (avg. 10%) get also informed by the BCP manager (avg. 1 minute). Note that the council works 5 days a week and 8 hours a day.
