CBA has been censured in certain disciplines as it depends on the Kaldor-Hicks measure which doesn't consider distributional issues. This implies, that positive net-benefits are unequivocal, free of who advantages and who loses when a specific arrangement or undertaking is instituted. Phaneuf and Requate (2016: p. 649) expressed it as follows "CBA today depends on the Kaldor-Hicks standards to offer expressions about productivity without resolving issues of pay dispersion. This has permitted business analysts to keep quiet on issues of value, while zeroing in on the more recognizable undertaking of estimating costs and benefits".[51]
