Changing a learning culture or an learned work culture can be very difficult. In the past 5 years we a needed to have a culture shift away from the arrest model and to a program (Risk-Needs-Responsivity) model. That entailed working with offenders more who have committed violations versus simply just arresting them. That was a huge monumental change for our division. We had agents who were hired in the old model and now would resist change and the fear of the new model.

We had to first overcome the learned culture and history. We involved the stakeholders (in this case the agents and researchers) to discuss the science behind the change. We had vast improvements and great strides but it was a long process for the transformation to occur.
