Chapter 2 of Chilton et al. (2019) discusses virtues and ethics. Most people have a healthy skepticism of public servants given the stories of unethical behavior from time to time. While this certainly takes place in the private sector at a far greater rate, we hear about it far less often. Most people would be surprised that it unethical and even illegal behavior takes place in the nonprofit sector, as well. In this case, it is often out of passion and ignorance rather than corruption. The point is that anywhere that humans are, unethical behavior is likely to take place across time.
