Currently, some crimes are treated differently based on the motivation of the offender. For example, hate crimes are such because the offender is motivated by the perceived membership of the victim in some group. Terrorism is based on the motivation of the offender to terrorize innocent people because leadership holds a position the terrorists wish to change.

Write a post of at least 120 words,answering the below questions:

1. Should crimes in which the motivation is based on memberships or forcing change be treated differently than other crimes? Why or why not?
2. Should the punishment differ if an offender kills in a fit of rage, the victim started the fight, the victim belongs to a religious organization, or the offender wanted to change policy and therefore killed an innocent bystander? Why or why not?
3. Should the motivation of the criminal be taken into account? Why or why not?
