Oksana Kling PA 2170-851 Discussion Questions for Group B Please describe the dispositional and environmental differences between public and private organizations using the work of Rainey et al. (1976) and Allison (1979). After laying out these differences, please answer the following question: 1. How well does contracting out, privatization, or marketization (or whatever term you prefer) work across sectors (i.e., police and prisons, schools and hospitals, public utilities and transportation)? In my opinion contracting out has it pluses and minuses. In contracting out, you have more people watching, making sure that they are getting their money's worth, frequently getting bids in that will outline how the work is going to be accomplished. When this is doing privately or inhouse, you may not have as many checks and balances, it may not be as complete, and it may cost more money because it is not tied to a specific bid contract. I like the way that Rainey laid things out in a chart format, it made things easier to read and understand. Some of the differences is marketing Strategies, Legal Constraints, Political Influences in the Public Sector versus Monopolistic, Public Scrutiny, Unique Public Expectations and Breadth of impact with the Private Sector. To me it would appear that the majority of contracting out in both the private and public sectors are good as long as there are no special considerations given to give one group an advantage over another group. The main purpose of reorganization is to assist a business or organization, especially those in the public sector to run more efficiently, to allow the workers together to make decisions instead of just the upper management and to allow greater diversity of decisions. I am going to use the Timeline of Administration for the ear of Government of Administration 1937-1955. Where organizations are working as a cooperative system and balances the needs of the organization and of the workers using effective communication. 3. Why have the major efforts to reform the administrative machinery of the federal government-from the Brownlow Committee to the National Performance Review-been incomplete successes at best? This can be due to many reasons, first would be that there is public mistrust in the federal government, then and now. There is concern that given more power to the executive branch will cause a Hitler or Lenin type situation. There are ways for our Legislature to keep things from being completed such a Filibusters and Red Flags and Failed votes to get something out of Committee.
