Jesse Ives Friday I think that ethical codes should be the only guiding force for adminstrative action. To clarify, regime values are the moral foundation of ethics for bureaucrats, but come from defending the constitution that was based on ethics. Personal values should not actually be something that comes into consideration here, as you are not serving yourself when you take on the role of public administration, but serving the people. In that, the self (IE personal values) is irrelevant. Anyone who would argue against the ethical side of the argument is invariably found to be wrong with the passage of time and progress. In this sense, "Conviction, loyalty and honor are required by officials who implement policies which are decided in the political process...", and this holds true. Think of any scandal or anyone who has lost an election by a landslide, and it is someone who has strayed from this path or was only pretending to be on it in the first place. Again, I say that ethical code is the only path here, as these officials are placed in a position of trust, which is inherently based on ethics. I like to think of this debate that comes up often as a trope in writing or media, in were German soldiers at fault for simply following orders. How's that for a bold opening statement on point number 2? Both sides of this debate take a bit of a utilitarian view, where administrators should just facilitate enacted policy or should their be a point of judgement where your actions may not be in line with policy but for the greater good. Any one who sees decisions made for the greater good should already be concerned, because whenever their is an argument for the greater good, there is a sacrifice to be made. At some point that means a sacrifice of ethics. Personally, I don't think either of these are great arguments, and would say you need a bit of both. Should public administrators be accountable for their decisions? Should they get out of consequences because they were simply following establish policy? That was the heart of this debate. Life is never black and white, and while administrators should never stray from the policy for malicious reasons, there should always be wiggle room to do the right thing when a unilateral policy negatively effects someone unfairly. Again, ethics are key
