Marx inspired a lot of different movements: note that just in front of his list of $10$ policies he says that "These measures will of course be different in different countries." Whereas in Russia and China, for example, Marx's policies have been enforced by totalitarian dictatorships $($hard$-$core Communism with a capital $"$C$"),$ sometimes with crazy dictators, in Western Europe and North America Marx's policies usually take the form of democratic socialism.
