While comparing and contrasting community policing and CompStat models of law enforcement, onecomes to the realizationthat the two models are similar in their roles andpurposebut possess some differences in how information is acquired and who is responsible for the results. One of themajorsimilarities between the two models is that they both show promise in changing police organizations completely, especially interms ofmaking them more tactical. In addition, the two models compare in their roles inthatthey both revolve around crime reduction (Willis et al., 2003). The two models also possess some differences. Themajordifference exists in the definition of the two models. CompStat refers to a highly focused strategic management system focusing on minimizing serious crimes by disseminating decision-making to middle managers working out of districts, holding these managers responsible for performance, and increasing the organization's capacity of the policy to recognize, understand, and control feedback to crime problems. Community policing, onthe otherhand,is characterizedby various justifications, includingstrengthening public support for the police, attaining a more equitable distribution of police services, building social capital, and reducing crime.
Each of the two models mentioned above hasa set ofadvantages and disadvantages. We will start by discussing the advantages of the CompStatmodel of law enforcement. One of themajorbenefits of CompStat is that it results in increased accountability.Thisis sobecauseCompStat offers leaders a strategy for holding commanders and other employees responsible,an act which, inturn,increasestrust and betters the connection between the community and the policy (Willis et al., 2003).The second benefit is the purposeful technique whereby CompStat offers a clear framework for leaders to examine what it is working on and what it is not working on and create an actionable plan to address missing resources or gaps.Lastly, CompStat is associated with a more holistic view of the organizationwhereby,it promotes deviating from the hierarchical bureaucracy to enhance the flow of information between divisions,which in turnpromotestransparency andenhancescommunication.One of the limitations of CompStat, onthe otherhand,is thatthe organizational management program might hinder police officers from recording crime reports in the societyto falsely claim that community challenges are reducing.There exist allegations that commanders and supervisors who are under pressure to lower crime rates on a yearly basis give false crime ratesso as todisbursementfor the purpose that some communitiesare not givenadequate resources to fight crime.Thisis because false CompStat reports show that the crime rates in affected areas have significantly reduced.
Community policing, onthe otherhand,also has a share of advantages and disadvantages. Themajorprimary benefit of community policing is that it helps develop trust between the community and law enforcement departments (Willis et al., 2003). When police officers work closely with the communities, they create a better comprehension of the needs and concerns of people who work and live in their towns. As a result, this leads to increased cooperation and trust, making it easier for these officers to undertake their jobs successfully. Another benefit of community is reducing crimes suchthatthey work collaboratively with businesses andresidents,thus enabling police officers to locate and address the source of these problems instead of responding to them after they happen. The collaboration of these police officers with community members also helpscommunity membersmeet the unique needs of the regions they serve. The disadvantagesof community policing, onthe otherhand,are a lack of resources and the potential for discrimination and bias (Willis et al., 2003). The problem of lack of resources presents itself in the sensethatmany police officers are still operating in areaswhere there arelimited resources. Theproblemof discrimination and bias arises when community policing programs exacerbate racial disparities in their policingroles,thus leading to some form ofbiasanddiscrimination.
I think a combination of the two approaches is better than using either of the two approaches separately.Thisisbecausewhen community policingis usedto encourage the community to take part in addressing social issues, and the CompStat model, onthe otherhand, is applied to ensure accountability of the police officers and other law enforcement leaders, there is a high likelihood that law enforcement will be effective.
