Concept of Operations(CONOPS)and the FEMA approach to assuring that all systems are integrated into an efficient system that almost seems to be "interchangeable." Yet many emergency managers and corporate resiliency specialists stand by the phrase "all emergencies are local." While this is predominantly the case, it is essential (keeping in mind the concept of complexity theory) that our "local" organization/community may have an incident that exceeds our immediate capabilities.
