Consider this example law from Colorado enacted several years ago. On top of existing penalties (court costs, fines, probation periods) the new law:

1. creates a ten-day mandatory minimum for a second offense, and
2. creates a two-month mandatory minimum for a third offense.

Do you think the newly enacted law will deter people from drinking and driving? In other words, do you think it will reduce the incidence of drinking and driving in the state through some process of deterrence?
