The problem that often comes up is how the drug user may resort to criminal activity to support a drug habit, resorting to anything from shoplifting, to robbery, to sex work to earn extra money to pay for the drugs. This activity increases the danger to everyone living in the area where the "mutually consenting" drug transactions are occurring.
