Whenever I teach this topic, it reminds me of my professor, who spent decades in Public Works Department in Florida, and was obviously very much pro-construction, used to remind us that in Japan or China the construction legal environment was very much different from that of the US. Japanese are extremely averse to litigation with per capita litigation of 1/20 of US; (8 engineers:1 lawyer in Japan vs. 8 lawyers for every engineer in the US). What impact, in your opinion, does this fact have on how construction business is done here in the US vs. Japan or China? Please discuss.
