Core Element: Management Leadership Safety Manager performs toolbox talk. Employees fill out JHA and is reviewed by supervisors to ensure no hazards are present. Meet and greet audits performed to ensure technicians are following the PPE and safety protocols. TIPS program. (not an acronym) Core Element: Employee Participation Performance Level Assignment and Key Performance Indicators Inadequate Performance Level Assignment and Key Performance Indicators Effective The amount of focus that management takes towards safety is determined by the amount of work that is being performed at the facility. Since there is no designated safety manager or an appointed technician if it is busy they are more likely prone to just do the bare minimum. All employees are trained on the hazards of the job via yearly trainings and onboarding computer programs. This form is not very useful because the employees do not feel the need to report any potential hazards or near misses. The TIPS program is in place to anonymously report hazards and near misses so that the company can be more aware of what the technicians are seeing in the field but they do not report many things due to it being too time consuming. Improving management commitment and leadership. There could be more visible commitment from senior management, such as actively participating in safety meetings and promoting safety initiatives. A more active role from management would go a long way. The safety meetings are determined by the site supervisor so it could be more streamlined so that everyone is on board with the process and all employees are learning the same thing. By encouraging safety through incentives would be the best way to improve on the program. Leak detection and repair is already a time consuming and mundane job so taking the time to report things like a near miss would be better incentivized personally. Core Element: Hazard Identification and Assessment Vector LMS computer training program. Moderate Core Element: Hazard Prevention and Control PPE program, quarterly safety walk throughs by the client. Standard operating procedures, and safe work permits. Performance Level Assignment and Key Performance Indicators Computer training performed in all aspects of safety. They cover hazards from driving, to climbing to slips trips and falls. Being a natural gas plant we cover all aspects of potential hazards. Performance Level Assignment and Key Performance Indicators Moderate The company provides all PPE required to perform the job. This covers Fire resistant clothes, Level 3 cut resistant gloves, hard hats, safety toed boats, safety glasses and fall protection. They provide the education and materials needed to be safe. Making them more interactive and less just sitting and watching a video. After a long day or trying to squeeze training in after working the full day can be a deterrent for people trying to get education. The education is there for everyone but making the time after a busy work week is difficult. The client will walk through the units and ensure that the hazards are being mitigated such as material and debris on the group, no construction materials left in the units, and making sure that all steps and ladders are in top shape. Standard operating procedures are provided for all tasks on site and safe work permits are filled out any work done in process units. (hot work, general work, confined space and critical lifts all have their own permits) Explanations for standard operating procedures would help the newer employees understand the process more and permits are usually filled out by the veteran employees so the new hires are usually left confused. Incorporating SOPS and permits into new hire training would be beneficial. - Core Element: Education and Training Core Element: Performance and Measurement On boarding computer training required to be finished before being on site, and yearly refreshers performed. Was not able to find any performance information. Effective Inadequate Performance Level Assignment and Key Performance Indicators From experience I believe that this is an effective method of training. In the Leak detection and repair industry. they focus more on making sure that you know the EPA regulations and the types of equipment you are working with rather than being aware of the hazards in the field. So, I believe that the annual refreshers are the most important. Performance Level Assignment and Key Performance Indicators The only reports available to me at my level was incident reports that were emailed. The company only sends out safety articles in the form of education and informing people of the incidents that happened across the country. By providing plant based performance and allowing the information to be more readily available I think that it would encourage more of a safety atmosphere. We don't have a dedicate safety manager in the area so I believe that having safety person on site would be more beneficial. The computer training is a good form of education but I believe that learning more steps from someone on site would be better. rds English (United States) Text Predictions: On Focus Summary While I believe that the current safety measures that are in place are adequate. I think that there is room for improvement. From top to bottom, the way safety is pushed and encouraged should be improved upon. The safety of a specific plant is left up to the supervisor and his attention to detail depends on the person in the position and the mood hes in. With limit amount of time in the day and no safety manager I believe that its not a main focus but should be. While I do think the computer training is more than adequate, I think that there needs to be designated time to being allowed to complete. Even my email is full of trainings that need completed but there is not enough time. Hazard communication and analysis is not a problem due to the JHA and safe work permits that are required from the plant operations to perform work so it is always being monitored and documented by multiple people.
