Could I see an example of Argument assignment about " In order to ensure equal opportunities for all students, college should be provided at no cost." with the following outline?  

Paragraph 1--INTRO:  Open with an intro paragraph that starts with a hook 

Paragraph 2--HISTORY: Your next paragraph will be a summary of the history or your topic. 

Paragraph 3--CURRENT: The next paragraph should discuss the current situation (what is legal, how it is done, etc). You very well may have some cited statistics, quotes, etc. in this paragraph.   

ARGUMENTS: To start just plan on having one paragraph for each of these arguments.

Paragraph 7  Argument 4 

Paragraph 8--CONCLUSION:  End the paper with a final conclusion paragraph where you wrap up the whole paper.
