Statutory Interpretation Exercise I: Introductory Activity Imagine a hypothetical statute in force called the Road Trafc Act 1985 (NSW). Section 18 reads: s.18 (1) It is an offence for any person to drive any vehicle on any footpath. (2) The penalty for breach of subsection (1) is 2 Penalty Units. (3) This section will not apply if the relevant Roads Authority or municipal council have specifically authorised the conduct in question either in writing or by way of posted signs.
