Since the large taxicab fleets in New York City own their own repair garages, their taxis are likely to be in better repair than are the taxis that are driven by owner-drivers (who usually use independent garages). (6 points)
This is an interesting question. Taxicabs which are part of a larger taxicab fleet and participate in a "shared" garage owned, maintained, and operated by the taxi company are likely to be serviced and more frequent intervals than taxi cabs that are driven by owner-drivers. Owner-drivers own their own vehicle and purchase the use of the medallion from an operator. Therefore, the maintenance and upkeep of the car is their sole responsibility. If they have the car serviced, it means that the care if off the road and they are not able to earn income. Further when the car is being serviced, because they are using independent garages they may not always be receiving the same information or quality service that a wholly internal garage may be able to provide. The quality of the services may differ from independent garage to independent garage and the cost of the service will also differ. The possible high cost of servicing a taxi may lead an owner-driver to delay or overlook critical repairs, whereas the internally repair garages owned by the taxicab fleet would be more likely to ensure their cars are in top shape and also more likely to have "spare" cars to provide their drivers to continue working and earning revenue while their asset (i.e., taxicabs) is being serviced.
The only counterpoint to this is that because owner-drivers own their owns cars, it could be suggested that they are more likely to ensure their car is in top operating shape because it is their investment in work (i.e., if their car breaks down they are not able to earn revenue), so therefore they would invest in regular preventative maintenance to ensure their taxicab is in operating condition.
