Countries as a whole are individually viewed as gaining welfare from policies thatpromote freer international trade. However, policies that promote freer internationaltrade typically lower the welfare of some groups within an economy. Use acombination of theory and academic empirical work to explain how some groups canlose out as international trade becomes freer (consider the relative importance of short-run and long-run effects).
