Country X is confronted with three problems at same time:

high population growth

low level of capital and large unskilled labour

bad healthcare system which often results in low worker productivity.

Question : As an Economics student with some knowledge in economics, advise country X on which most vital problem you think the government should select and solve. Please provide some explanation / justification. (20 Marks)
