Columbia Southern Bank(CSB) is an international bank based in Columbia, South Carolina with assets of $745 billion, while 85% ofCSB's business is done within the United States, the remaining business is from operations in Mexico and parts of the Caribbean. Domestically, the CSB management outlook for the organization is quite positive since responsible and prudent business practices have allowed CSB to avoid most of the financial difficulties plaguing its competitors. Furthermore, management feels the new Central America Free Trade Agreement (CAFTA) will provide a favorable economic climate for future international growth in Central America once the global recession recedes. Domestically, CSB (also referred to as the "Bank") has a presence in 6 states and offers a complement of banking services. These include time deposit products such as savings and checking accounts credit retail products such as installment loans and revolving products (credit cards, home equity lines of credit, etc.), retirement accounts(such as IRA's), trust services, educational lending, safety deposit boxes, mortgages, commercial lending and global fund transfer services. Like most financial organizations that offer credit, CSB has a collections department which is responsible for collecting on delinquent accounts and recovering written off bad debts. Recent United States legislation has made the highly regulated collections and recoveries businesses even more complex and the Bank is committed to developing a state-of-the-art collections and recoveries system. You are employed by CSB and have been assigned to the project team that is to develop the new browser based centralized collections and recoveries system that replaces the outsourced system no being used. The team is about to engage in a highly visible, challenging, and expensive assignment. In order to effectively design the new system, one needs to become familiar with the Bank's organization. Besides the collections department, other departments of interest are t department, the policy and risk department, finance department, customer service department, security department, and marketing department. To understand the function of the credit department, it is important to be familiar with how credit applications are processed. The first step in the life cycle of processing a credit application is origination. This simply means the application is entered (and therefore edited) into the system. The next step is underwriting, which is the responsibility of the credit department. This entails either an "automatic decision engine" or an underwriter manually determining the creditworthiness of the applicants) and rendering a decision. If an application is approved or counter offered it is eligible to be "closed". This means the applicant can sign the disclosure forms and receive the funds or credit The criteria used by the credit department to make decisions on applications is determined by the policy and risk department On a daily basis, information for approved and closed applications is sent to the appropriate "booking" system. The booking system will assign an account number and maintain the account. In the case of loans, this means the booking system will send out coupon books and apply payments to the customer's account. CSB uses their internal booking system called GBS (General Booking System) for approved personal, vehicle and home equity loans. Educational loans are booked to the CSB internal educational loan system (ELS). In the case of credit cards, the booking system keeps track of all transactions, sends monthly statements to the customer and applies payments to the account. However, it has been determined that it is more profitable to have credit card products processed by an external vendor For these, approved applications are sent to a company called Individualized BankCard Services (IBS). Safety deposit box accounts are maintained on a PC based system called ACCTPRO. Mortgage accounts are maintained on the client/server application called MORTSERV. It is on these systems where the actual delinquency of an account occurs. When that happens, the account and delinquency information is sent to be sent to the new collection system on a daily feed. The various product marketing groups within the marketing department handle the national marketing of the various credit products. They may use the new collection system to assess the profitability of a particular.product Another department that will use the new system is the Customer Service Unit. Borrowers frequently contact the bank with delinquency questions and issues about their accounts. If Customer Service cannot answer the question or resolve a delinquency issue, the collections department is contacted and assumes responsibility of the inquiry Recent Federal legislation mandates that all applicant or customer names be compared against the Federal Terrorist Data Base(FTDB). The Federal govemment maintains a database, which is real-time accessible 24 hours a day, of suspect names. Any suspicious financial activity should be followed up on. For instance, any customer associated with a name matching a name on the FTDB is to be immediately sent to the Fraud unit within the security department. Besides the FTDB, CSB credit policy requires that all customers that have charged-off accounts be updated to the CSB high-risk fil The CSB high-risk file contains addresses, social security numbers, and telephone numbers o customers that have had an account charged-off. As in most for-profit organizations, financial activity must be accounted for. Therefore, financial activity such as loan disbursements, payment applications, refunds, cancellations, charge-offs and so forth, must be sent daily to the Bank's General Ledger Accounting System(GLS) from the appropriate system. The new collections and recoveries system will be sending details for any new charge-offs as well as payment details for charged off accounts to GLS While the instructor is the primary source of project specifications, others can be interviewed to provide additional depth to above functional areas.
