stations into three neighborhoods following the criteria below:

$$ N$2$: Station codes between $6401$ and $6800$

$$ N$3$: Other stations

To create time zones:

$$ Start hours from $0$ to $8$: Night Shift

$$ Start hours $8$ to $16$: Work Time

$$ Others: After Wor
