Structure of your Policy Brief
Structure your paper with the following headings and ensure the information described is included in your analysis:

Introduction
Provide a very concise roadmap of your brief, including your purpose and conclusion (the lecture below calls this the "aim" of the paper). Pro-tip: Write this last, after you know exactly what you are saying!
Problem Statement
Provide a compelling concise explanation of the adverse environmental outcomes that you are addressing with the policy. Be sure to explain how the following forces contribute to the root cause of the problem:
Scientific basis for the problem—how the actions of humans or substances used gives rise to the environmental problem.
Economic or legal basis for the problem: How economics or legal rules create incentives for human behavior that leads to the environmental problem.
Social basis for the problem: How human values, cultural forces, and/or social norms lead to the behavior that causes the environmental problem.
Policy Characterization and Recommendation
Describe the proposed policy change using the following criteria. Recommend at least 1 change to the policy that is proposed, or create the information if it is not addressed in the background material:
Level of government enacting the policy (make sure the level of government you choose has the legal authority to create the policy)
Who and/or what will be regulated
Policy tool used (see the policy tools discussed in Week 3 and beyond)
How the policy tool is implemented (how to set a pollution control standard, how to set a tax rate, etc.)
When will the policy take effect (if using a phase-in approach, for example).
Justification
Tell us why your recommendations will work. Show how your recommendations will apply to the problem to reach the desired goal. Connect the policy tools you have chosen to the legal, economic or social causes of the problem that you discussed in the Problem Statement section.
Evaluation
Do you recommend that this policy should be adopted? Discuss the pros and cons of your policy formulation.
Are there any unintended consequences that you can foresee?
Will the policy solution be effective on economic, scientific, or social grounds?
Are the benefits and costs of the policy fairly distributed across society, with special attention to communities that have been historically burdened by environmental harms (based on race/ethnicity, income, rural/frontier, or other marginalized identity)?
Conclusion
Call out your purpose, key policy recommendations, and conclusions again.
