One example of this may include a lack of support and/or participation by the community and targeted demographics for these projects. In a sense, I think the challenge here then becomes justifying the creation and implementation of such projects if they are not yielding positive results within the community. I think the most challenging factor to overcome here, then becomes, how to tailor projects to increase outcome and effectiveness. Externally, too, agencies face a challenge with garnering the community's trust. Austen (2018) states "many residents now view the police as an invading force, defined by their worst instances of abuse and impunity" (Austen, 2018, p. 4). I would argue as well that this piece is the most important challenge to overcome because of the amount of collective effort that is needed to rebuild trust between agencies and communities in the aftermath of, for example, police brutality incidents
