create a WBS to describe the deliverables expected for Compute.Access.GateKeeper.

To normalize work done by different persons, your WBS will be created using the following guidelines:

$1.$ High Level deliverables should be Hardware, Software and Management

$2.$ There should be three levels in the WBS $($note that not all deliverables will need three levels of breakdown$)$

$3.$ The number of work packages should be between $10$ and $15($inclusive$).$
