Creating DHS originally was created for preventing possible terrorist attacks, and ensure homeland security. About $250\mathrm{.}000$ employees, constantly evolving top administration, creating local center for information shearing was a good step. Was it really effective? Some may say that organized terrorism attacks were not identified. However, local lone wolf attacks not getting identified, local and school shooting increased, board security is non existing.
