Demonstrate a critical thought process: SCOTUS has described the interior of the home as "the prototypical ... area of protected privacy" (Kyllo at 27, excerpt p. 93). Indeed, "at the very core stands the right of a man to retreat into his own home and there be free from unreasonable governmental intrusion." The criminal procedure value of balancing privacy and community safety weighs heavily on the privacy side of the balance. Most states and the U.S. government have many specific requirements for how law enforcement officers have to execute search warrants of homes. One of these rules, the knock-and-announce rule, has 700 years of English and U.S. history behind it; it also has centuries of interrogation surrounding it. According to the rule, officers have to knock and announce that they're officers with a search warrant before they enter the homes they're about to search. Does the Fourth Amendment command that law enforcement officers follow the knock-and-announce rule, or is a no-knock entry reasonable, too? Oddly enough, for all the history behind the rule, and the controversy surrounding it, SCOTUS didn't answer this important question until 1995, when it decided that the Fourth Amendment does command officers to knock and announce before they enter. That's when they interrogated the rule in Wilson v. Arkansas, our first case excerpt.
