Design a Public Participation Plan (PPP) aimed at developing a solution to a problem in your community.  Please use the concepts and theories from class in your plan.  The purpose of this PPP is NOT to propose an actual solution to the problem, but rather to put forward a plan of how a leader would engage the public in developing a solution.  Your project should show mastery of the concepts and ideas presented in this course, as well as your thoughtfulness about the industry/organization/community you chose.
