Design of health promotion   programs including four phases (diagnosis, programme development,   implementation, evaluation):

1.  Identify program objectives

2.  Develop a plan for building   networks for collective action

3.  Select the best ways of   achieving the objectives at environmental and individual level; more   specifically, the selection of strategies, messages, channels, and settings

4.  Determine activities, including   identification of necessary resources

5.  Set a clear program plan
