Deterministic encryption techniques include substitution ciphers like Caesar and polyalphabetic substitution ciphers like Vigenere. The same ciphertext will always be produced from the same plaintext. Therefore, they are not secure in the sense that they cannot be distinguished by a specific plaintext attack (IND-CPA).
