Dhagesthaan is a region of Hiriya. The people of Dhagesthaan are a separate ethnic group living as minorities in Hiriya. The Dhagesthanians are very skilled laborers, however, most of their profits get taken by the Hiriyan government as taxes. In 2000 Hiriya changed their national language to the Hiriyan language. As a result, numerous Dhagesthanians who didn't know the Hiriyan language got fired from their jobs. And universities and schools also started favoring students who knew the Hiriyan language. Now, as less and less people use the Dhagesthaan language it is on the brink of extinction. Therefore, some Dhagesthanians started advocating for a special status for them in the Hiriyan governmental system, so that they will be able to safeguard their rights. For example, they asked for some seats in the parliament to be reserved for Dhagesthanians only. However, the Hiriyan government refused to grant them such a special status in the system. Consequently, another group formed within the Dhagesthanians, this time advocating Dhagesthaan to succeed from Hiriya and form a separate State. Discuss with regard to International law
