At what point does a person accept and agree to assist in murdering victims, and bear the same responsibility for murder as the person advocating for killing people?

Who do you think is most responsible for the murder in a team killing in the following scenario:

One person has the idea to kill people and convinces the other to do the killing, but does not do any of the murders themselves. The other person is convinced to murder people, and is the one doing the actual killing, but it was not their idea? Do you hold one party more or less responsible? Does it matter the age or sex of the one doing the convincing and the one doing the killing? For example, what if an 36 year old adult convinces a 16 year old to kill people?
