Software development is moving back to an in-house job due to security and protection. In-house IT can have a better handle on its internal software; tech property, and all back-end confidential information isn't compromised as much. Security is just stronger overall to keep classified company information better protected. In-house IT can also solve issues quicker and more efficiently if the software is proprietary; less hassle having to wait for an outside company to fix any/all IT issues.
Onshoring is basically moving oversea cost back to a domestic operation. For example; bringing back jobs to low-income areas with high unemployment rates. Allowing urbanized areas to improve their own quality of life. Having goods made and purchased domestically helps the economy and the people overall.
