For more than six months we have seen with growing concern and fear the continued violation of the Constitution and breaking of the Laws by A. Mitchel Palmer and the Department of Justice of the United States government. Wholesale arrests both of aliens and citizens have been made without a warrant or any process of law; men and women have been jailed and held without access to friends, family, or lawyers; homes have been entered without search warrants and property seized [taken] and removed; other property has been carelessly destroyed; workingmen and workingwomen suspected of having radical views have been shamefully abused and mistreated. In support of these illegal acts, and to shift public opinion in its favor, the Department of Justice has also made itself into a propaganda machine, and has sent to newspapers and magazines of this country material designed to excite the public against radicals, all at the expense of the government and outside the scope of the Attorney General’s [the federal government’s head lawyer] duties.
