Does trade promote a race to the bottom with respect to health & safety standards? Is it fair for rich countries to require developing countries to abide by health & safety rules of the richer countries in order to trade (given that the rich countries didn't have to follow such rules when they were developing) or is it fair to the rich country to have it compete against the developing country which may have lower costs of production due to lower health & safety regulations?
