Drawing on our earlier human rights discussions, as the idea of human rights becomes more widespread and globalization increasingly characterizes the world, what consequences do these two phenomena have for international intervention (by governments, international bodies, or non—governmental organizations)? How are critiques of human rights relevant to the situation in Rwanda at the time of the genocide? 

How do traditional notions of sovereignty complicate intervention? How have modern changes in international law and understandings of the global community shaped modern humanitarian intervention against genocide? Considering Rwanda specifically, should there have been international intervention? Why or why not?
