Data has shown that a very significant number of new infections have been caused by people coming into Ontario from Quebec and Manitoba. Quebec and Manitoba have common borders with Ontario and people can easily travel into Ontario. The Ontario Government has passed a law, the Covid-19 Border Protection Act, restricting all travel from Quebec and Manitoba into Ontario. Everyone entering Ontario from those two provinces will be stopped, questioned and refused entry unless they have had a valid Covid-19 test within 24 hours and the results are negative. (a) Make a legal argument that the Covid-19 Border Protection Act is not enforceable ? Explain and support your answer by applying the law to the facts.
