• Is the recreation center a governmental proprietary activity? Many cities are building large recreational complexes with combination of public funding from tax revenues and user fees. Give an example of governmental recreation complex and why you believe it fits.

• Should citizens grade their city managers? What ways could be used to grade the government? Why might this be important? How would you suggest we grade them?
