Ecotown has 10,000 households. The town agrees to install street lights (these are used to illuminate the streets - not to direct traffic) in the following way:

1. Any household that requests a street light in front of its house can get one.
2. The cost of each street light will be shared equally by all households
3. If a streetlight costs $1,000, will Ecotown order too many, too few, or just the right number of street lights? Justify your answer.
