Emergency Management is a profession designed to mitigate against, prepare for, respond to, and assist in recovery from various types of disasters -- including terrorism. From an Emergency Management perspective, does it make any difference if a particular disaster is caused by natural or man-made forces? Similarly, does it make any difference if the disaster was an accident or intentionally created?
