Hazard Mitigation Plan Review (HMP)

Due date: 2-29-24 by midnight

Each mini-project, along with the textbook, will help you develop your final project, so take these mini-projects seriously. You may want to read about Project 4 now.

First, each student is assigned a specific Region from the FEMA Region Territories map for mini-project 1. See below.

Each student must select a jurisdiction (city, county) within your assigned FEMA Region. The specific jurisdiction you select within that FEMA Region must have a population of at least 50,000. If your name is not listed, email me.

Tip:Find a small jurisdiction because if you find a large city with a large population, their HMP will be gigantic with hundreds of pages. Even a county, may have multiple jurisdictions within that jurisdiction, so the smaller, the better for this project.

Regional FEMA Map: https://www.fema.gov/about/organization/regions

Assigned Region 8

*Here is my example of locating a jurisdiction:

I assigned myself FEMA Region 7. That includes these states: NE, KS, IA, and MO. I selected the St. Louis Regional Hazard Mitigation Plan. The HMP is 306 pages and that does not include the Annexes. The population was 2,026,982 as determined by the US Census estimate in 2018.

This is the link to their Multi-Hazard Mitigation Plan. https://www.ewgateway.org/community-planning/hazard-mitigation/

In a Word document, answer these questionslisting them by number (1-8) about the HMP you selected from your assigned Region.

  1. Locate and research a state, county, or town's Hazard Mitigation Plan (HMP).

You will need to review and "scan" through your jurisdiction's HMP to answer all of the questions listed below. Use the HMP table of contents or index to save you time.

There will very likely be several Annex's to that HMP.Look over those too.

  1. Provide the city/county/state on your project.
  2. Provide the web link to the HMP and any annexes used for this project.
  3. List your chosen jurisdictions' details such as location, size, population, critical infrastructures such as hospitals, and vulnerable populations, and other ones they provide.
  4. List features or locations that may be hazards such as major rivers, lakes, parks, dams, mountains, and/or any other environmental habitat (wetlands, beach), etc. as these may be risk factors.
  5. After reviewing the HMP, describe several items in the HMP you found interesting. Perhaps it was the types of hazards, or the mitigation factors, or the costs spent mitigating the hazards. Details matter.
  6. Describe how data was collected for this HMP.
  7. Then describe why those items you listed in #6 were interesting?

Numbers 6 - 8 should be written in paragraphs each. This is important to help you understand the scope of these HMPs so you will have an easier time for Project #4.

Then I would review this document and answer the questions above. Upload your project into the mini project 1 assignment in Blackboard.

EMGT 106 - Mini Project 2

Hazards & Mitigation

Due date: 2-29-24

Using your same FEMA Region and jurisdiction from Mini Project 1, go back to that same Hazard Mitigation Plan (HMP). Remember, use the table of contents to save you time.

In a Word document by number (1-7), provide this information or responses to these items or questions:

  1. Provide the web link to the HMP and any annexes used for this project 2.
  2. Re-list your chosen jurisdictions' details such as location, size, population, critical infrastructures such as hospitals, and vulnerable populations, and other ones they provide.

In that HMP, locate the Hazards and Risks identified. These may be in one of the Annexes of the HMP.

  1. List in order of priority, all, but no more than 10 of the hazards for that jurisdiction. List how those hazards are rated. (low, medium, high, or the rating scale they used)
  2. List what mitigation strategy was used on each hazard.
  3. List any funds the jurisdiction used to mitigate each hazard you have listed from #3.
  4. Describe what you found interesting with the hazards, mitigation, and funds used.
  5. Describe what stood out as you scanned through the document.

#6 and #7 should be 2 or more paragraphs.

EMGT 106 - Mini Project 3

THIRA: Threat & Hazard Identification & Risk Assessment

Due date: 2-29-24

This THIRA is associated with Section III in the Textbook.

Complete a THIRA Matrix on your home or a relative's home. List a minimum of 5 hazards.

This information will be used for your final project #4. Do not include personal information in projects 3 or 4. (Example: Personal identification information like birthdates, insurance policy number)

Use the example of your FEMA's jurisdiction Threat Matrix to create your own matrix.

List the likelihood of occurrence. (Low, Medium, High)

Provide any data, such as if this hazard occurred before, and if so, when? What do the occupants of this home identify as hazards? Ask them, they will likely know. Maybe it was losing power for several days, or a major snowstorm that kept them in for several days, or maybe it was flooding that caused damage to the home or a stink bug infestation. Interview them to develop your list.

Prioritize your hazard list to create your matrix.

Describe what mitigation and the approximate cost of that mitigation you recommend for each hazard.

EMGT 106Project 4: Hazard Mitigation Plan Assignment

Due date: 2-29-24

Assignment:Develop aHazard Mitigation Plan

*A HMP template is provided in the Projects folder.

Directions:

Each student will develop a Hazard Mitigation Plan (HMP) by using resources and concepts learned throughout the semester. The final plan is due by midnight on Sunday, 5-5-24.

You are to use the resources you have learned in this textbook, your previous projects, and resources within the Bb page for this class, and complete a HMP for your home, or a relative's home.

You must incorporate a minimum of 5 hazards that can impact your home or relatives and a minimum of 3 mitigation strategies per hazard. Make sure you also associate costs with mitigation strategies. Refer to the previous PPts'.

The plan will include sections such as a residential/community overview, hazards, risk assessment, and mitigation techniques. The plan is meant to serve as a guide or book and should not be in the format of a paper.

Be creative. For example, would one hazard identified, impact this residence and other neighbors as well? Many times certain hazards do, like flooding. Then determine if those neighbors would participate in a mitigation strategy and cost.

The plan must include a Table of Contents that outlines your guide. You must include all of the sections below in your plan. You may add more, but this is the minimum. Make sure you describe each section and go into specific details. I expect at least one page per section, so don't put multiple sections on the same page. Spread the sections and content out.

The plan should be no less than 9 pages in length. Make it look professional. Use Times New Roman 12-point font, 1-inch margins, and make sure you include a properly cited reference page!

The plan must include:

  • I. Title page (which is its own page)
  • II. Table of Contents (which is its own page)
  • III. General overview of mitigation and why planning is important
  • IV. Synopsis of your residential community involved in the plan
  • V. Risk Assessment
    • Identify hazards that can affect the community - name 5 minimum
    • Likelihood of occurrence
    • Impact of those hazards
    • Prioritize Risks - threat matrix & include costs
  • VI. Mitigation strategies
    • Describe each mitigation strategy - choose 3 minimum per hazard
  • VII. How plan will be updated, evaluated, and maintained
  • VIII. Residence Education
  • Appendix: Maps/graphs/Data/surveys and reference page
