Employees working for a federal government department were required to sign a register if they worked on weekends or evenings. An applicant sought copies of the sign-in log. The applicant hoped to sell the information to the employees' union, so that it would know which employees, if any, were working hours that were outside the terms of the collective agreement. The minister responsible disclosed copies of the sign-in log, but deleted the employees' names, their identification numbers and their signatures, on the grounds that they contained personal information.

1. Identify the statutes that will govern the applicant's request.
2. Identify the sections of the statutes that provide the foundation for the deletion by the minister. What do those sections say?
3. Will the applicant have access to the sign-in logs, the names of employees, their signatures, and the hours they were at the office on weekends or evenings? Should she/he? Should the union, directly? Should the press? In formulating your answers, consider the purposes of access-to-information legislation
