Employer GC contracts Miller Electrical for all electrical work on a job site. Miller installs a panel box that is exposed to weather. They also implement an assured equipment grounding conductor program and installed protection in the panel for arc arrest as required in the contract. An electrician failed to connect a grounding wire inside the box to one of the outlet circuits. The incomplete ground is not readily apparent.
