You have the sole power to impose federal taxes on your fellow Hydrangeans and to collect the taxes. According to Article I, Section 8 of the Hydrangean Constitution, tax money collected is to be used to pay Hydrangeas debts and to provide for the common defense and general welfare of all Hydrangeans. You, as Philosopher King/Queen of Hydrangea, after a great deal of , have decided on what you believe to be the best method or methods of imposing taxes on the Hydrangeans. You must now write a detailed scholarly message [essay] to the Hydrangeans explaining to your sophisticated citizens the taxes to be imposed and the reasons for your decision.
