Estimating labour costs requires you to estimate how long the work will take (durations) and how much you will pay the people performing the work. Similar to the project schedule, estimate the durations in hours and the employee compensation in hourly rates. You will need to make a lot of assumptions. Recall the approaches we use for estimating. In reality, we often look for similar projects that were conducted in the past and adjust the durations for the circumstances of our current project. Since you don't have the ability to rely on past projects, I will not be critiquing the estimates you make. I'm simply looking to ensure you have estimated all the work and documented the assumptions you've made. With respect to the non-labour costs of this project, consider licensing fees, computer hardware and the production of training materials. This is not meant to be an exhaustive list.
