Example $3$: Javier is working for an accounting firm in Omaha. Over the course of his time there, he noticed that people were being told to omit certain earnings on their tax reports. These omissions were not major, but they added up and helped people stay under certain tax brackets. Javier was thinking about turning the company in to the IRS after seeing this for six months, but someone else turned them in first. Javier did not tell anyone to omit, but he also did not tell the government. Who should be punished in this situation and why? $($This is considered racketeering and mail fraud.$)$
