The official Famine Inquiry Commission on the Bengal famine of 1943 identified the primary cause of famine as-'the serious shortage in the total supply of rice available for consumption in Bengal as compared with the total supply normally available' (Famine Inquiry Commission, India, 1945a, p. 77). On the other hand, in his famous book Poverty and Famines, Nobel laureate Amartya Sen argued that the famine occurred due to the entitlement failure rather than food shortage.
